The SCM Configuration dialog has no StarTeam-specific options.
Selecting a StarTeam SCM Configuration in the GUI Client main screen causes the Add StarTeam Diffs... button to appear. The Add StarTeam Diffs... button uploads arbitrary diffs, or compares the difference between two dates, Labels or Revisions.

Press the Add StarTeam Diffs... button to upload arbitrary StarTeam diffs to the Code Collaborator Server for review.
